Who is he?

And whats his story? The fellow on top of The Bali Hai in San Diego looks like he has some kind of neat carving on his head, then someone painted it into a chefs hat? What the? Was he a Tiki/Man then redone to be a chef with oral hygiene issues? I don't get it? I would like to know more about him.

I think that's the "goof" and I think the story is in the Book of Tiki, or am I confusing this with something else?
