I agree it it Inuit or Tlinkit carving based fabric.
I have studied and carved several Indian totem poles and those figures are DEFINATELY Indian Totems. Get some books about the Tlinkit indians and you will see those figures.
It does Not mean they have to be in Alaska. They could be in Las Vegas or Washington, No clues.
