My friend was driving to work one day and saw a man on a bicycle dragging a puppy down the street. She flipped her car around and blocked him, got out of the car and picked up the dog, screamed at the insane man and drove off. The puppy had lost the pads on the bottom of all four feet. She drove to a vet's office which was about three blocks from where she saw the man, he followed her over there and she had him arrested. All he got was a $90 fine. She ended up with "custody" during the arraignment and is now the proud owner of a happy beagle named Buddy.
