You've obviously never had a military budget, 7.5 Mil may only pay for paperwork, methodologies & ISO certifications. This sounds like when the Yippies attempted to levitate the Pentagon. Abbie Hoffman threatened that if they were maced they would respond by spraying the police with "LACE," a mixture of LSD & DMSO, that would cause all the police immediately throw off their clothes & make love with each other. Needless to say the Yippies were not maced. |
