I wonder if they got the idea from the 1968 movie "What's So Bad About Feeling Good?". The plot is about a Tucan that arrives in NYC on a foreign freighter and begins spreading a virus that makes people euphorically happy and loving towards their fellow man. The government gets involved when this "disease" begins to wreak havoc on the New York economy. Imagine all that lost revenue when people stop buying liquor, junk food, drugs, cigarettes and guns! Economic collapse can't be far off.
