The officer contacted the man after he saw him stop and urinate on a wall. The man was cited for violating a city ordinance that forbids public urination. The man was released to the custody of a friend as a precaution because the officer determined that the man was mildly intoxicated. The same officer again spotted the man at 3:50 a.m. the same morning. He was standing shirtless in the back yard of a business in the 500 block of First Street West. The man was reportedly yelling "Let me in, let me in" at a window. The officer determined that the man was heavily intoxicated at this point and "was arguing with his reflection in the window." The man was arrested on suspicion of public intoxication and taken to county jail.
