It looks to me like a stylized Japanese folk character. The "mickey mouse ears" are in fact a representation of a traditional hairdo, with one "bun" of hair on each side of the head (think Princess Leia, but higher up & no braids). The facial expression is probably a cartoony version of a fearsome samurai, or something like that. I would say that it is not tiki, but strictly Japanese, in a Mr. Potato-Head kind of way.
