Both are, in my mind, starting from the conclusion that the Peurto Ricans invented the Pina Colada, and then seeking to justify that conclusion. If you check all the quotes, on the link I provided, you will see that there is more than a little evidence for concluding that the Pina Colada was around along time before the Peurto Rican Claim.
