I used to work for Miller there in Dallas and worked with TABC (jerks), and I believe after the permit permission is posted it will be 30-60 days. Depends on if anyone causes a fuss. Most of the times it's not that long (60 days), but being a prior establishment that served alcohol I doubt anyone will cause a stink. Lets all pray that TV doesn't turn out to be like the Tiki Bob's in the west end.
