That block is a dead end. Target location is: in front of cute little bluish green houses - the main one is decorated to death with Xmas stuff and still has three really beautiful palms. Look for the missing skyline elements next door just to the east. Hopefully, there might be 20 or more people show up, including the residents. Got it.
