After 'dry-burring' at low revs (5-10,000rpm) I move on to 400 then 800grit diamond cloth. These remove the 1000's of tiny scratches that cause the 'frosted' look. From there I usually hand sand with wet/dry paper starting from 240 or 400 grit.

When you go to 400 then 800, is that wet? With water?

When you go with the wet/dry paper, is that wet or dry?
