Interesting. Maybe a political cartoon? Maybe "Carroll For Cuts" was a newspaper column? Or a campaign by someone named Carroll? That guy has a kiss on his nose, and is dancing a Maori dance....maybe he is a white politician that got the approval of the Maori community?
