Pretty good guesses bigbro - I did a little more hunting and checked out the NZ political leaders for the years mentioned (45-47) and came up with this:


Peter Fraser
Born, 1884, Scotland
Died, 1950, Wellington, New Zealand, aged 66
Labour Party Prime Minister from 1 April 1940 to 13 December 1949*

His party narrowly won the 1946 general election and Fraser took
on the portfolio of Maori Affairs as well, an area of great
interest for him.

Depending as he did on the four Maori members, he appointed
himself Minister of Maori Affairs - a new title for the old
position of Native Minister.

So now we have an identity for our dancing man, and a good reason for the use of the Maori proverb. Now if I could just work out who the cartoonist is....!
