My theory on that one is: Left over old tag from the original design on a newer redesigned piece. Here's a comparision of the tongue and teeth versions:

They probably had a stack of tags left from the original teethed piece that they used on the newer tongued version when it came out.

The official CCJ's catalog describes the tongue guy as follows:
"238 Tongue Tied Tiki Ash Tray. He sees all,says nothing, and 'like a good ash tray should,' he's hot on the job attending to those "his and hers' cigarettes."

It's only a theory...
