you may be able to remove the paint with thinner.....most paints do not adhere to ceramic glaze, and unless treated, will peel and crack over time....try a small area on the bottom...if whoever painted this didn't properly scuff and treat this prior to painting it, there's a good chance you can salvage the original look of the mug......
