I've used styrofoam and cement for outdoor fountians, you can make it look like rock or coral flicking the foam with acetone very little, I use a hopper gun to spray the cement on, for indoors I'd get a fountian and dismantle it for the tray and pump, then build around it, you could stick the clamshells in the cement while it's still wet. I've never seen Sam's Seafood lava rock/clamshell fountain sounds cool.
