There goes my theory....I know most 50's and 60's "kustom" license plate toppers were made of cast metal, and not stamped sheet metal. I'd say this could be anywhere from the 70's to the late 80s since it close in 1990. There would be no reason to say "visit Tiki Gardens" post-1990, and I would find it silly for someone to print this after that date of the Gardens closing, as this is/was a fairly pricey process.
