The short version:
It's a "Nguzunguzu" canoe-prow ornament from the Solomon Islands. In creation myths from this region, a mythological dog appeared to their ancestors to teach them many things. Building canoes, houses, eating meat, and cultivation of crops were all attributed to the ancient teachings of this dog like thingy.

Looks like a touristy type souvenir carving from there.

Swap meet out here in SD last summer. Not from a collector or anything, just a random junk seller for a couple bucks. I almost passed on them, but that glaze was kinda nice and they caught my eye...
