Then I think for Sea World to get approval for another parking lot and Splash Mountain, they had to increase the ratio of open space to leased/developed land on the bay. So, they made that island like a sand atoll to make more overall open acreage. Now Seaworld can continue on its mission to be the cutting edge research facility they always claim it to be.
