It's a picture holder from a place called "Tropics Club." Here's the cover graphics and one of the 4 pictures of this group that were in it. The only clues are the phone, which is "Main-10354" and "Upper Valley". When I saw it in the wild, the phone number reminded me of this matchbook I picked up a while ago from another san Diego place named "Tropic Cocktails?." I thought it was the same place until I got it home and saw the names and numbers were a little different.
