Looks like the Tropics Club in El Paso, TX. A book search reveals it was a gambling house as well as a club, and made payments to the mob. It was run by Barney Marcus of Brooklyn and Los Angeles underworld kingpin Mickey Cohen & his bodyguard John Stomponado are known to have visitied it. A few vintage newspaper articles don't paint such a nice picture of the place:
