I haven't done this before, but I would:

• back the tapa with a more rigid material
• rough-cut the backed tapa so you have some overhang on the edge of the shade
• hot glue it to the bottom of the shade (3-4 inches at a time)
• trim the tapa around the edges of the shade
• glue on some type of trim material to cover the seam between the tapa/shade
