I remember my mother going to parties in the 60's (like tupperware) for a type of paint that came in tubes but had a roller tip like a ball point pen. The name was Tri Chem Liquid Embroidery. It looks like that style of "drawn lines". They sold all kinds of pre-stamped items and you colored them as you pleased. Maybe if you email them a pic they could confirm or deny my hypothesis and maybe even give you an approximate date of manufacture.
