Osaka, Washington, DC (restaurant) - Locating Tiki

There are few random posts about this place on Tiki Central and a Bug Eyed Moai mug on Ooga Mooga but not much info. I thought it was just a straight forward Japanese Restaurant but a couple weeks later a menu appeared on ebay. The menu seems to show a full on Tiki drink menu. Pretty cool!
