I saw a lot of em while on a “WestPac” tour in the 60’s. They were from the Philippine’s and most souvenir stores had them for sale.
There’s a similar pair on display close to the hostess station at the top of the stairs at the Bali Hai -San Diego.
Don’t know what they were used for
