Don't let these guys yank your chain too much. It's a Tiki mug. The glaze job is unfortunate, hence the Party City quips, but it's still a Tiki mug. These are commonly referred to as Nubby Headdress Mugs. There are a lot of hobbyist versions out there and they are still being made. Here's a new one that was just put up on E-bay:
