I'd follow others advice and see very cautiously how this plays out. Since this may be progressing from "bad" to "better" and back towards "bad" I think I'd like to see Rufus get the hell out of there and into the hands of a true care-minded owner instead of being allowed to live with an opportunist who may eventually skimp on care and shorten the poor fish's life.
