I don't think it needs a spotlight at all. During the day when the neon is not on, the tiki would be quite noticable, and at night when they are on, when you are looking for the place, the bright name is going to stand out. Tikiphiles might be able to work out that they have found the place they are looking for when they see a tiki, but the general public will be looking for the name of the place. At night, the tiki really isn't that important.
