That's my understanding. Up close the label reads "Export Quality" above the logo, and in the blurb underneath the medals reads "Produced for export by Tanduay Distillers, Inc. 348 J. Nepomuceno St., Manila, Philippines". The back of the bottle states that it was imported by "GGT Global Imports, Colton California".
