It's a super dense poly foam of some sort, similar to Great Stuff expanding foam insulation or what happens when you get Gorilla Glue really wet, which for a mass produced item makes sense when you think about it. You used to be able to get high quality Halloween decorations made along the same principal about 15 years ago or so that would actually hold up to weather and reuse. Believe me it's not that way anymore!
It actually has a little heft to it as well, more than you'd think knowing it's painted foam. I wonder if they have the base weighted somehow?
