Got this today at Value Village:

A contemporary mug by Dave "Squid" Cohen for Earl's, a restaurant chain that's mostly in Alberta and B.C. (with some other Canadian locations and a few in the States). The parrot is a nod to the papier maché parrots that used to decorate the restaurants in the early 80s. Originally used to serve a drink called the Tiki Torch, this year they've been used for Pain Killers (I haven't tried either, but I hear the Tiki Torch was pretty decent.

Just catching up here, since I was on vacation through BC and Saskatchewan. While on vacation we actually went to the Earls in Kelowna and picked up this mug direct from the source. It did come with a Painkiller that was actually quite good. Between the Painkillers there and at the Shameful Tiki Room, I'm now a pretty big Painkiller fan :)
