I did since learn that woodpecker also peck on things/wood to make a loud sound to attract a mate.

This may be the case at your house as it does not look like it is getting bugs from your wood or building a house.

Does it make a loud sound when it pecks?

You could also make a wood piece that fits right over that area and when they peck it all up just unscrew and replace with a new one.

Plus the addition of more wood may change the sound so he will go somewhere else.
