Regarding the shirt and the setup costs- there are places like Teepublic.com where you can (as an artist) just submit the design and then people can order the size and shirt color they want (and deal with shipping individually). Obviously it's a bit more expensive per-item to do it this way than it is a bulk order, but it does relieve someone of the massive burden of trying to wrangle all of the details that a bulk order would require.
