There is really no other way to explain it. I mean, look at the stunned look on Potsie's face! He is clearly taken aback!

As I vaguely recall in this scene Ritchie was actually blowing through the straw, not inhaling through it. While it might confuse an innocent the slang term "blow" for cocaine did not mean that one actually blew the cocaine away. If one were to actually blow the "blow" one would experience no effect from the cocaine. The cocaine needs to be inhaled.

Also in this scene I think it's actually salt that is being blown about, not cocaine. To the best of my knowledge salt can get you about as high as a pipe full of oregano or dried banana peel.
