Who carved the Tiki in front of The Outrigger Apartments Temple City

Does anyone know who carved the tiki and when the apartments were built?

Am not sure who carved the Tiki, but the apartment building was built in 1961. Most Tiki apartments were built around that time, the early 60s. Why do you want to know...?
