It's a hobbyist mug.

These pop up on ebay fairly often. Sometimes as mugs, sometimes as "statues" (with no opening at the top). Some are well done, many look like Tijuana trinkets. There were a fair number of hobbyist molds pressed into action 30-40 years ago; some are still in use today. The Duncan Moai seems to be the most common
