Where are these cannibals?

Please forgive me if this has been covered before...I did my best to use the search page for cannibals and soforth.

So, a pal of mine, his grandmother was a palm reader and "intuitive" in Los Angeles in the 1930s and 40s. That's her in a Los Angeles nightclub, bottom left. He's always wondered where this was shot, and I told him I knew a forum full of smart people who obsess over just this sort of topic. Anyone know offhand? Thanks in advance!
