I've partaken of it quite a few times and the strength does seem to vary from place to place, from generally relaxed to completely stoned and unable to stand. I have'nt tried any of the commercial varieties.
But if you are going to drink it, I say do it properly, ceromony is a big part of it. Get yourself a nice Kava bowl, some freinds and don't forget to offer the first sip to the gods(pour it on the floor).
