I know for some this would be an easy choice, but I'm a fan of all three. Devo definitely has the strongest pull. I remember the first time I ever heard of them was seeing them on Sat. Nite Live when I was in Jr. High. They made me rethink music. I was a Kiss and Zep freak until my exposure to Devo, Joe Jackson, Ramones, B-52s and others. Me and my buddy suffered many taunts and a bit of physical abuse for our audacity to wear our "punk" pins and wrap around sunglasses, when in reality we were hardly punk at all.
