Well, as a brief, unsolicited 2 cents, let me wonder out loud if successfully maintaining a significantly lower level for an extended period of time isn't in fact a kind of "progress" in itself.

Like the chart analysts on CNBC say about stocks, "it's consolidating recent gains, and after spending a while in this new trading range we expect the favorable trend to resume in due time."
