I've also beachcombed several plastic fishing floats with a hole running through the center (where it would be attached to fishing line) that are rather large - like around 16-20 inch diameter. You could paint somehting like that and string it up with fishing netting from a salvage store or something. I'll see if I can drum up more info for you.
