Back when GROG was growing up, if anybody was caught stealing, they would be tied up and dragged behind a free-roaming wooley mammoth for a day. That worked really well at discouraging stealing, it would probably work pretty well for you, too. The other option was that the the whole tribe was allowed to sleep with the offender's wife. Most women were pretty ugly back then, so we usually opted to tie the offender to the mammoth.
