First off, I am not an expert in currency so this is just an educated guess --

In 1934, Hawaii was not a state yet although it was US Territory. As such, I would assume that these dollar bills were marked "Hawaii" for use on the islands only - again this is a guess.

Hawaii was admitted as the 50th state in 1959.
