The intent may be to reach out to the nearby public who may not already be familiar with tiki drinks, or think of the Mai Kai only as the place with a live stage show, to be visited only for special ocassions. Offering a $3 house wine may be the best way of attracting someone who has never been through the Mai Kai's front doors. Some people might be intimidated by the full drink menu, and this special is a way of saying "Yes, you are welcome too." Some people, who may not drink much, may simply prefer wine, and this would allow them to also join a happy-hour with co-workers without paying full price for their drink.

Once you get them into the Molokai bar, then they will see the decor, be intrigued by the many drink offering presentations, not to mention the drums from the live stage show from within the Mai Kai (if they stay after happy hour closes)

That is when they become hooked, and before you know it, they are guzzling 151 Rum Swizzlers every week.
