Without a doubt it's Humphrey's Half Moon Inn on Shelter Island. It will cost you over $100 for the cheapeast room depending on when you go. I looked into staying there in October and even mid week it was $110 for a AAA rate. But they're right on the bay and walking distance from the Bali Hai and Trader Mort's (tikified liquor store). There are tikis on the beautiful tropical grounds at Humphrey's but no tiki bar or restaurant on site.

An option if you don't mind not being next to the water is the Hanalei in Mission Valley. The Islands restaurant is there and there are enough tikis on the grounds to keep you happy (including a big moai next to the pool). Rates there start around $100.

There are numerous resort hotels in the Mission Bay area that have been de-tikied some time ago but still have a tropical feel. The Catamaran Resort, Hyatt Islandia, and Paradise Point Resort are the main ones. All are expensive.

There are no cheap hotels on or near Shelter Island that I can recommend but in Mission Valley (near the Hanalei) there are numerous lower priced chains like Kings Inn, Tavelodge, Comfort Inn, etc.
