Tahiti Village is on the other side of the airport, in an area apparently zoned for apts, condos & timeshares. Yes, they do have shuttles. The tropical architecture is most apparent in the lobby, the giant A Frame over the Dennys and in the Tahiti Joe's restaurant. I did not stay there, however.

Without a car, I would say better to Taxi there and stay Downtown on the Strip, where one can walk places.
The El Cortez is Vegas' most historic casino, so unless the rooms are renovated, I would only stay there for a historical vibe.

The Flamingo has a very chill vibe, particularly at the pool, and is walking distance to many hotels, and for those which are not in walking distance, the monorail is across the street, behind Bally's.
