Tiny gravel: Injection molded plastic is probably okay and if you can find one near you, they come in pellet form before melted and molded. Usually opaque, maybe translucent.

Wendy, forgot to add for Tipsy……polyester resin in fish tanks is an unknown for me. I would not do it. Go for colored rocks, stones etc…R
