You may try walthers.com and see if they have it listed, but I imagine any major hobby shop would have one. Walthers is probably the largest resource for toy train fans. The wires are used to cut foam to make hills, mountains and so on. Now making one would be a good option, if you knew what you were doing. I kinda prefer that safety tested stuff.
