there are actually some really neat electronic transformers for neon out there now that have special effects built in (fade in/out, blinking). there's also a guy that does one called a "failing neon controller" that makes it look like neon's that are flickering about to go out where a portion of it randomly flickers and goes in and out

pretty cool stuff
