Our township was planning to hire professional hunters a few years ago to cull the herd, but all of the weepy Bambi lovers showed up at the council meeting and made such a ruckus that the hunt was cancelled. I don't hunt anymore, otherwise I'd buy a permit and take out a few of these cloven-hooved minions of Satan myself. I have had some success repelling deer with the following plants, many of them native to Wisconsin, but you can never tell how long they'll work.
